A STRONGER GEORGIA INCLUDES EVERY STUDENT

Theo’s Law Georgia: Every Student Deserves Their Graduation Moment.

Theo’s Law is proposed legislation in Georgia seeking to help ensure that eligible students are not permanently denied a meaningful opportunity to participate in graduation because circumstances beyond their control prevented participation as originally scheduled.

MEET THEO — THE STORY BEHIND THEO’S LAW GEORGIA

Theo’s story began with a graduation he was unable to attend. A profoundly autistic, nonverbal member of the Valdosta High School Class of 2020, Theo lived in a residential facility that remained under COVID-19 lockdown when graduation took place.

What followed became a years-long fight for the opportunity he had missed. In July 2026, Theo finally walked in a graduation ceremony — a moment that became the inspiration for Theo’s Law and a mission to protect this milestone for other students.

Theo’s Inspiration

Theo’s Journey

Our mission was inspired by Theo Stoner, a Valdosta student whose residency in a care facility during COVID-19 restrictions prevented him from attending his graduation. After years of advocacy, Theo finally celebrated his milestone in 2026. His journey fuels our effort to ensure no other student permanently loses the chance to walk the stage due to medical or residential-care factors beyond their control.

The Legislative Effort

Theo’s Law is proposed legislation in Georgia. It has not been enacted into law. The proposal seeks to create a clearer statewide framework so that an eligible student is not permanently denied a meaningful opportunity to participate in graduation because circumstances beyond the student’s control prevented participation as originally scheduled.

The goal is to provide clearer guidance for circumstances involving qualifying medical restrictions, hospitalization, licensed residential-care limitations, or public emergencies—while preserving the significance of the graduation milestone students have worked to earn.
